Q: China(PRC) claimed the Diaoyu(Senkaku) when the San Francisco Treaty was concluded(1951-52).
A: Zhou Enlai's protest was just against the trusteeship for Okinawa, not against the attribution problem of the Senkaku.

If China had a question about the ownership at that time, it surely ought to have demanded the restoration of the island(s) during the trusteeship period(1945-1972).
However its actual assertions were “Senkaku is included among Okinawa” and “Okinawa should be returned to Japan as soon as possible”.
Q: The Treaty of Shimonoseki(Maguan) was not equal treaty,so invalid.
A: Senkaku was not included among Taiwan nor Penghu group which were ceded under the treaty. See Q.6 for more details
If the Qing owned the island and ceded it to Japan, it should have emphasized that to discount the reparation. However it didn't.
I suspect the Qing didn't even care about the small island at that time.
# The concept of economic waters wasn't fixed until the mid of 20 century. I can't believe The Great Qing had a pssionate concern for the far remote small island where a person hadn't lived. It must have been a worthless island for Qing.
Q: Diaoyu is our island from the Ming Dynasty, the Qing Dynasty period.
A: It's too old to claim the right. An assertion that "we discovered it" or "it had been drawn on a map" is not considered as a positive evidence of its ownership under the international law. Keeping it under control is the only way to prove the sovereignty over it. Are there any evidence of activities or traces on the land by the Qing Dynasty?
Q: At the end of the 19th century, Japan investigated Diaoyu slyly. This means Japan recognized it was the Qing's territory.
A: It is a subjective and selfish assumption. It is not surprising that a Nation investigates secretly the land which might be ownerless, is it?

In addition, China(PRC) is not a direct successor to the Qing government.
